Creates a Web Standards fetch handler for Next.js App Router, Cloudflare Workers, Hono, Deno, and Bun.
Parameters
- app: Application
  The Application instance.
- options: WebhookCallbackOptions = {}
  Webhook configuration options.
Returns FetchWebhookHandler
Standard fetch handler function (request: Request) => Promise<Response>.
