Formats an inline mention to a Telegram user by their ID.
Parameters
- name: string
  Display name of the user.
- userId: number
  Unique Telegram user ID.
- mode: "MarkdownV2" | "HTML" = "HTML"
  Target parse mode ("HTML" or "MarkdownV2"). Default: "HTML".
Returns string
Formatted mention string.
